I think your resume definitely has an aesthetic appeal. I really like the cleanliness of the desgin. Although really pleasant to look atm the material needs some organzation. Some of your categories were hard to follow.
Additionally, a 'normal' resume has one page but it looks like you have been in the industry for a while so 2 pages can be accpetabel. I don't think you should include the last 5 pages of slides though.

Your resume has some great bones to it! I think there are two small points that need to be fixed:

1. The descriptions of your work experience aren't really dynamic and don't give a feel for what you actually did. Try to add more specific details to impress the reader and make them want to read more. Add project size, scope, money spent, and other such examples to make your experience really shine. 
2. I'd change the order in which you laid out some of your categories. Think of what you want to person viewing your resume to look at first. Education, Programs, Experience, then skills. I put skill at the end because your work experience should show your skills. 

Besides that, there are a few formatting things to tweak but overall a very strong resume.

Thanks for the pointers. I struggle with project size, scope, and money spent, the last potential employer's feedback "the projects you have worked on are too small" so they didn't hire me. I was taken aback by their feedback; I believe my skill set can be applied to larger projects and successfully complete the tasks entrusted to me, so then I removed all references to project size and money spent.
Do you have any suggestions to overcome the project size "barrier"?

Mario,

I agree with you that the experience you learnt from working on small projects is just as valuable as information you learnt from large projects. The interviewee's critique perhaps was referring to the fact that large projects have a larger scope of work and therefore come with larger budgets, longer schedules, and most importantly larger room for error. Ultimately, both small and large projects have their unique differences but there is value in each. 

I would keep the information on your resume but by the interview's focus on the outcomes and learned experience you gained for each of those projects. Focus on how you can apply each of those experiences with the current role and responsibilities you are applying for.

I would suggest keeping your Experience section, adding an objective statement, and trying to shrink the size of the Academic Project section, as the academic project section would be the least critical, in my opinion. If space is still an issue, you can edit/modify the margins to gain some space, and you can probably gain some space by decreasing the font size of your name a little bit.

I think you will have a top-notch resume after these changes.

- In "work and academic experience" add any internship and engineering experience you have had. nothing is listed. If you have not had any, change the title to Academic Experience.
- Re-arrange your resume. Move the academic after your education.
- I would remove all the lines between the section to look cleaner and adjust the spacing to not look all congested.

- Don't use any template or auto resume builder website. 
- Arrange your resume in the way to see section by section in one column. 
-I would add
       - Your info
       -Objective: A  couple of lines to show what you are looking for and what you are interested in. 
       - If you have Professional experience or internship add it after Objective
       -Education
       - Academic Experience and Project: If you have any experience related to the major during school add it after the Education section
       - Certificates and Lisences 
       -Honor and Awards: If there are any honors and awards, 
       - Skills and Languages

In your resume, you have a section "Special Project" and a section "Work Experience". if the special projects are related to school and during school, time add them after the Education section. In the Work Experience section, if it was an internship, it should be mentioned on the resume otherwise it gives a feeling you change your job within a month of hiring.
