In Australia we are doing the reverse of China and with alarming results - we are turning Coal Fired power station off, unfortunately at a quicker rate than the renewable power e.g. Wind Farms and Solar - are coming online. As other posters have noted for large events emperical methods don't work very well. In australia we use a variety of non empherical methods for large events - one which which has just happened here in northern Queensland this week also - cyclone Debbie I have listed a relevant link below A Guide ...
