Flood Risk Management - The Need for Sound Policies and Practices Now in the April 2014 Issue of “Civil Engineering” – The Magazine of the American Society of Civil Engineering. Following the tragedy of Hurricane Katrina, and at the request of the US Army Corps of Engineers, ASCE created and supported a panel of experts to provide a real-time objective review of the findings of the Interagency Performance Evaluation Task Force (IPET) investigating the failure of the New Orleans Hurricane Protection System during Hurricane Katrina in 2005. Following the review, the External Review Panel (ERP) prepared a report, The New Orleans Hurricane Protection System: What Went Wrong and Why? The ERP report concluded with ten “Calls-to-Action.”
