As the conference commenced, the Organizing Committee welcomed Patricia Mulroy, who serves as a General Manager at the Las Vegas Valley Water District for the Southern Nevada Water Authority. Featured as one of the Congress' Keynote Speakers, Ms. Mulroy offered an engaging presentation, speaking on some of the water resource issues distinct to the southwestern United States.
