The use of the oil for drying aggregates seems to be a good idea, while within the environmental boundaries. I agree with all the causative factors you all have mentioned. While "educating" the road users - vehicle drivers and pedestrians - is the first step, some form of deterrents such as a reasonably heavy fine should help.
