Progressive Design Build - Another Tool in the Alternative Delivery Toolbox
The Kansas Department of Transportation (KDOT), in partnership with Clarkson Construction Company, HDR, Burns & McDonnell, and Garver, is administering the project to provide the transportation infrastructure needed to support the 300-acre Panasonic facility. This roadway expansion project required an extremely condensed schedule with just 6 months for public procurement, 6 months for design, and approximately 18 months for construction. Given the critical schedule drivers, the necessity for multiple utility relocations, and the requirement for extensive engagement with various third parties, a delivery approach that is both flexible and collaborative became imperative. This project will be KDOT’s first Progressive Design-Build (PDB) project.

Chad Hall, AVP, PE | HDR | MO/KS Transportation Business Group Director
Chad has 26 years of experience on a range of bridge and roadway projects (large, small, design-build) including being the design manager on the recent De Soto Local Roads Improvement PDB. His experience benefits his clients with innovative design leadership and professional project management capabilities. Throughout Chad’s career, he has worked on multiple alternative delivery (DB) projects throughout the U.S but he has also helped complete major projects for MoDOT and KDOT bringing the same design-build innovation and value to projects including the MoDOT Missouri River Bridge Superstructure Replacements at Miami and Glasgow, the MoDOT Partial Turbine Interchange at I-435/I-70 in Kansas City and the KDOT I-635/K-5 bridge redecks in Wyandotte County, KS. All these projects included value, innovation, durability, maintenance of traffic, and speed of construction considerations.

Paul Kulseth, P.E. | KDOT | Assistant Director of Project Management
Paul Kulseth is a licensed Professional Engineer in Kansas. His current role with the Kansas Department of Transportation is an Assistant Director in the Division of Program & Project Management. He is also currently serving as Project Director of the De Soto Local Road Improvements Progressive-Design-Build project. Paul’s 20 years of State service have included positions in bridge design, bridge inspection, bridge maintenance, bridge data management, and project management.
