Biography: Matt Stahl is an AI/Infrastructure Management Team Leader and Associate Water Asset Manager for Halff Associates. Over the past 14 years, Matt has worked as a civil engineering consultant and engineering manager for stormwater, water, and wastewater program development, data science and machine learning, GIS database, H&H analyses, and water resources planning. Matt leads citywide data-driven projects to assist clients with O&M and capital programming throughout Texas.
Presentation Title: Guardians Above and Below – Air Force Evaluates North TX Storm Drain System for a Safe and Sustainable Future
Summary: Sheppard Air Force Base faces a common challenge, upholding target level of service for aging utility infrastructure that requires time-sensitive repair and rehabilitation. The Base storm drainage system contains nearly 60 miles of storm drains, 20 miles of open channel, and over 1,600 access points (inlets, manholes, and outfalls). The Base infrastructure staff needed to quickly evaluate storm drainage asset condition, to prioritize corrective actions, and to prepare digital datasets for drainage modeling. This presentation will discuss how the multi-disciplinary project team leveraged AutoCAD and historical records, field survey, CCTV and manhole inspection, GIS layer review, and engineering review to produce a high-quality, system-wide digital dataset within a 1-year period of performance. High-impact deliverables from the project include a verified and scrubbed GIS database, prioritized corrective actions, and hydrologic and hydraulic drainage modeling results.
