There is some basic drawing that can be done on Civil3D that may take about 30-60 min of time to learn (e.g., lines, polylines, snap, properties, erase). There is some more slightly advanced drawing tools that can take another 30-60 min to learn (e.g., join, extend, break, trim). I'm sure how-to videos of these basic drawing techniques can be found online or 30-60 min of time from an experienced CAD user. Much more detailed project development on Civil3D will require more time to learn. I learned project development through a guided AutoCAD Civil3D book and a course at the university. But I learned a lot through working on projects with guidance from more established engineers.
Also, I believe AutoCAD Civil3D was free through the university. It might be worthwhile exploring that route.
