MPCES general information copied by Keyes - Update of MPCES Standards Committee activities & subcommittees (Update June 2017)

Keyes' Summary of the active MPCES Standards Committee (SC):

Mike Clar was Chair for the MPCES 2nd ballot, and 3rd ballot ended in May 2010, and the 4th ballot in summer 2011.  The Develop Design Guidebook Subcommittee worked on the Resolution Report (RR) to the 3rd ballot and the 4th Draft of the Guidelines.  Eidson (new Chair) completed the 5th ballot on section 5 and the appendices of the Guidelines and the vote on RR of the 6th ballot was 22 May 2014.  Keyes (again chair) updated such and got the 7th Ballot completed as of 20 April 2015.  MPCES Guidelines went to ASCE Publisher for Copy Editing before acceptance for EWRI SDC and ASCE CSC approval to go for ASCE Public Comment period.  Apparently, this created a problem since Clar hadn't provided the appropriate referencing with appropriate copyright releases towards ASCE publication in the first few years of balloting.  Therefore, Keyes conducted the appropriate Ballot 8 & Ballot 9 to resolve some sources of material for the guidelines and Ballot 10 was resolved according to the ASCE Rules for Standards Committees that wants everything solved before the EWRI SDC and ASCE CSC sees the MPCES total balloting process.  Final ASCE Copy Editing started in early 2016 and the Corresponding Editors (Clar, O'Connor, and McCall) helped Keyes to get the process ready for the ASCE Public Comment period.  The final document is still under the ASCE Copy Editing at this time; but it might be available from www.asce.org before the end of 2017.

(1) Performance Based BMPs Subcommittee - Chair, Flint Holbrook; Vice Chair, Billy Barfield; and Secretary, Shirley Clark.  Other members include - Mike Buechter, David Dee, Tom O'Connor, and Dennis Richards.  The Performance Based BMP Fact Sheet Template is available for use by the members.  Six BMP draft fact sheets were developed and Shirley Clark provided her students work to the subcommittee eRoom for use on other fact sheets after the Tampa MPCES 2007 meeting.  Hopefully Holbrook, et al will continue to update appropriate BMP for the MPCES Guidelines during the next 5-year cycle.

(2) Develop Design Guidebook Subcommittee - 1st Chair was Don Baker; and Secretary, Mike Buechter (not involved with RR of 3rd ballot) -- see update at end of section.  Other members include - Mike Clar, Shirley Clark, Sherri Dunlap, and Darrell Eidson.  The 1st Vice Chair (Clar) developed Parts 1-3 of a Draft Guidebook.  The Draft Guidelines on MPCES with Model Ordinance was completed by Keyes on Jan. 25-26, 2007 and it was ready for ballot in April 2007.  The 1st Ballot RR was agreed by most of this subcommittee in late 2007 and the additional comments by Roy Nelson were been addressed by Keyes, et al.  Clar accepted the 1st ballot RR and Phillip Mariscal, ASCE Standards Administrator, provided such to the entire MPCES SC.  Baker, Clar, Eidson, Keyes, Richards, et al revised the MPCES Guidelines for distribution and the next standards committee ballot was completed in Dec 2009; but less than 65% of this MPCES Standards Committee membership responded creating an Invalid Ballot.  The 3rd ballot guidelines RR & 4th Draft group were Clar, Dee, Eidson, Keyes, Richards, Baker, and O'Connor.  Eidson & Keyes worked to get the 5th ballot RR completed and the 6th ballot was done later.  This subcommittee will continue to update all chapters of the guidelines in the future.  Hopefully this subcommittee will continue to Supplement the Guidelines each year, if necessary.  The April 2015 Chair is Tom O'Connor (recently provided More Editing for ASCE Pubs) and the Secretary is Brian Noll. 

(3) Determine Regulatory Tools Subcommittee: Chair - McCall; Vice Chair, Stan Wildesen; and Secretary, Karen Kabbes.  Mike Clar is also on this one.  Willobee and Keyes placed a few examples of documents in the subcommittee folder of their eRoom.  The Draft Model Ordinance was ready to "take to ballot" in February 2007 and it is Appendix C of the proposed Guidelines and the First Ballot RR had been agreed by most of this subcommittee.  At least three members of this subcommittee were involved in the Revised Guidelines after the 1st MPCES SC ballot.  Gene McCall, et al have agreed to Edit the Proposed MPCES appendices in 2014 & will hopefully update all appendices of the guidelines during the 5-year cycles that should be improving such MPCES Guidelines.
