Bio

​Mark graduated from the University of Maryland in 1982 with a Bachelor of Science degree in Agricultural Engineering. After serving as an intern engineer and construction inspector with the U.S. Army Corps of Engineers, New Orleans District, he moved to North Carolina where he earned a Master of Science degree in Agricultural Engineering from North Carolina State University. He then spent several years in Delaware and Maryland as an environmental engineer for the Delaware Department of Natural Resources and Environmental Control, an adjunct instructor for the University of Delaware, and a water resources engineer for the Maryland Water Resources and Soil Conservation Administrations. He began work with the South Florida Water Management District in 1991, where he is currently a Principal Engineer in the Hydrology & Hydraulics Bureau. During the past 20 years, he has specialized in groundwater and open-channel flow modeling, GIS, integrated groundwater/surface water modeling, levee seepage analysis, hydraulic design, and hydraulic structure flow computations. From 1991 to 2001, he served on the ASCE Artificial Recharge of Ground Water Committee and was a contributing author to the Standard Guidelines for Artificial Recharge of Ground Water. In addition, he has authored or coauthored over fifty government reports, conference papers and journal manuscripts on topics that include groundwater flow modeling, GIS applications to modeling, levee seepage modeling, integrated groundwater/surface water modeling, and the computation of flow through hydraulic structures. Additionally, from 1997 – 2001, he served as a volunteer judge at the annual Palm Beach County School Science & Engineering fair. He is currently registered as a professional engineer in the states of Florida and Maryland, and is a Diplomate of the American Academy of Water Resources Engineers.
