Hello! Brian, How are you? It is not clear whether you are mentioning water shortage in a small residential area or a larger community. Many water districts have now developed dual water supply systems, one for potable water and the other for use of reclaimed water in toilets and for watering lawns, etc. Eg., the Irvine Ranch Water District (
www.IRWD.com) collects wash water and storm water and treats it to a level that is almost close to potable water. But this is used only for toilets, watering lawns and flower beds in residential communities and business areas. Probably this kind of dual system would help in your area. Best Regards,
