Texas has been experiencing an on-going drought for some time.  In some parts of the State, drought conditions began in 2010 and continue to the present.  Several West Texas communities have projects underway that will involve direct reuse of treated municipal wastewater effluent.  Of the larger cities, the leader in wastewater reuse is San Antonio, and the development of their system began well in advance of the drought.  The City has a separate reclaimed water system that provides water for irrigation and industrial use.  As a result, the City has been able to accommodate rapid growth with limited available water resources.  There should be plenty of information available to you through a web search about the San Antonio system.  The State has also developed an excellent set of rules regarding reuse under 30 TAC 210.  This should also be available to you from the Texas Commission on Environmental Quality website.

Texas implemented Direct Potable Reuse (DPR) for Big Springs recently. OCSD in California collected quite intensive experience with water reuse for ground water recharge, which is using the similar technologies as DPR and Indirect Potable Reuse (IPR). A lot can be learned on water reuse system operation and performance to allow leverage this experience for other places.
