    There is a serious drought in the area I live in and I would like to know how water re-use can be effective in relieving the drought impacts.

    Yes it can reduce the offset the demands on potable water supply by using reclaimed water for non-potable uses. This came out last month:

    How about re-using waste water instead of discharging to sewer line?
    I have seen some environment concern people have used this method in their own home. Like waste water from kitchen and bath (not sanitary) is run through filter and used in lawn and garden. 
    Also Rain Water Harvesting could be other option ?

    Grey Water refers to the reuse of water from baths, showers, washing machines, and sinks

    (household wastewater excluding toilet wastes) for irrigation and other water conservation

    applications. Practically speaking, the use of Grey Water systems is not viable for most homeowners in

    Colorado. Currently, the treatment, disposal, and potential use of Grey Water is regulated by the

    State of Colorado Guidelines On Individual Sewage Disposal Systems

    (http://www.cdphe.state.co.us/regulations/wqccregs/100306individualsewagedisposalsystems.pdf) and

    applicable county Individual Sewage Disposal System (ISDS) regulations. The Colorado Department of

    Public Health and Environment (CDPHE) does not currently separate Grey Water from blackwater in its

    regulations. Consequently, surface applications require permitting and monitoring. Application of

    Grey Water from systems discharging 2,000 gallons or more per day requires site location and design

    approval (http://www.cdphe.state.co.us/regulations/wqccregs/100222wqccdomesticwwtworks.pdf ) prior

    to construction of the Grey Water System and a discharge permit from the CDPHE; smaller systems

    require permits from the local health department.

    your local health department for information regarding local requirements for Grey Water reuse.

    Waste water from kitchen and bath can be directly used for gardens and lawns without treatment.Waste water from toilets can be used for growing trees only after necessary treatment.This applies only to domestic wastes.In case of waste water from townships or factories,they have to be properly treated and can be reused according to the available residual impurities and in consultation with agricultural and environmental specialists.

    If you are interested in know what the City of San Francisco is doing in terms of recycled water/water reuse, I recommend talk with the SFPUC; they have an extensive reuse program that includes using recycled municipal wastewater for irrigation in Golden Gate Park to offset potable water use.
