Seems to me we need to look at all possibilities and just storage alone is not going to get us there. The Colorado River is already dry by the time it reaches Mexico. More storage does nothing to help that situation.
The most promising alternative at this point seems to be reuse of wastewater. Pumping treated watewater into the aquifers is already a reality in the west and southwest and needs to be expanded. We need a comprehensive approach using reuse, conservation and in some cases expanded storage.
