Bio

Rebecca is a recognized leader in stormwater design, ecosystem engineering, and watershed planning. She is committed to advancing science based solutions that value and integrate natural resources into the urban landscape.

Rebecca's many years of public service with the District of Columbia were highlighted by innovation including work leading to the passage of one of the Chesapeake Bay’s most progressive urban retention standard stormwater regulation and the Nation’s first ever off-site stormwater retention trading program. Rebecca was a key figure in the adoption and implementation of the District’s Green Area Ratio, an innovative sustainable environmental landscape performance regulation. She developed and managed the District's green roof incentive program, managed multiple LID research projects, and supervised LID demonstration construction projects.

Rebecca is a frequent speaker at invited talks and technical conferences, with extensive teaching experience, including graduate level courses in stream restoration at the University of the District of Columbia.
