Have our design codes and standards become increasingly prescriptive over time? My hypothesis is yes, but I have not found any [quality] studies that substantiate this belief.  I have been contemplating the push for additional certification in the case of structural engineers. Not to put too fine a point on it, but is it improved structural reliability that is being sought or improved accuracy that the reliability levels of today's codes and standards are consistently met?
