NCEES is the council that tests and certifies the FE, PE and SE. Regarding to Saudi Arabia, there is SCE (saudi council of engineers) which allows you to take any test through it in a Prometric centre in Riyadh. No brainer, you have to be an active member in such a council to have this rights. As well ...
