Bio

John P. Campbell, PE, MBA, SR/WA, M.ASCE

John is the Texas Branch Manager for T2 Utility Engineers in Round Rock, TX. He is a licensed Texas Professional Engineer with utility construction and municipal utility design experience before 27 years with the Texas Department of Transportation (TxDOT) where he worked as a Utility Coordinator in the Dallas District, before coming to TxDOT Austin HQ, where he served as the Statewide Utility Engineer and Right of Way Division Director.

John has been actively involved in the leadership of utility industry professional associations, including; Chairman of the AASHTO Right of Way and Utilities committee from 2006 - 2012, as a member and Research Coordinator for the Transportation Research Board (TRB) Standing Committee on Utilities (AKD 60). He is a founding member of the ASCE, Utility Engineering and Surveying Institute (UESI), Executive Committee on Utility Risk Management and served as Chairman of the UESI, Utility Risk Management Division (URMD) in 2017 before being appointed to the UESI Board of Governors in 2018. John was elected and served as the 2021 President of UESI and he was a member of the ASCE Standards Committees, that published ASCE/CI/UESI 38-22, “Standard Guideline for Investigating and Documenting Existing Utilities”, and the ASCE/CI/UESI 75-22, “Standard Guideline for Recording and Exchanging Utility Infrastructure Data”. He continues to serve as the Chairman of the ASCE 38-27 standard update committee and in March of 2023 was appointed to the ASCE, Civil Engineering Certification (CEC) board which oversees development of the ASCE Board Certification program for specialized Civil Engineering practice.
