Bio

Consults in the areas of transportation financing, planning, and management. Has 40 years of experience with the AECOM transportation practice serving public transportation agencies, local governments, planning agencies, state departments of transportation, Amtrak, and the US Department of Transportation. Pioneered analytical methodologies in the areas of transportation financial planning, analysis of transportation infrastructure capital needs, and operating & maintenance cost modeling. Focuses on the application of quantitative information to support transportation decision making. Works with public agency staff in integrating financial, capital, and operating data from all functional areas including planning, engineering, transportation, and maintenance. Supports transportation agency executive staff and governing boards as they commit limited public resources to major capital investments and make difficult budgeting decisions.

Developed a conceptual model for integrating asset management and state of good repair (SGR) analysis into the transit planning/financial planning process. The conceptual model aligns with the elements of the transit asset management plan that is required by the US Federal Transit Administration (FTA).

Published 14 professional papers in peer-reviewed journals and published 8 other reports and papers, participated in or presented at 39 professional panels and presentations, delivered 50 university lectures; cited 83 times in published reports and papers.

Frequent public speaker. Recognized for contributions to the professional literature and community service. Assumed continuing leadership roles in many volunteer activities with Northwestern University.
