Since the 'black cotton soil needs to be dispose of' (I' assuming you mean excavated and removed). I would excavate and remove the 'black cotton soil' first as that would lower your overall depth of excavation for your utilities. Install the utilities, backfilling and compacting the trenches as required. ...
