This is a good question Daniel. I have a feeling that it is similar to a wedding ceremony. A couple can go through a ceremony, but they are not yet technically married until their marriage license paperwork is filled out and submitted as well.
Likewise, you have passed your exam (congratulations!), but until the state board has received notification of this, and then processed your paperwork and issued your license number, you wouldn't technically "have" your PE. Thankfully, you have already vaulted the largest hurdle, and the rest of the requirements are only a waiting game.

Subject: What maketh a PE?
I just got the email from NCEES saying I passed the PE exam! Woohoo! Yippee!
Naturally I posted this update on LinkedIn to brag (not even humbly). An old coworker reached out and said he noticed I changed my title to PE on LinkedIn and wanted to know how NYS processed my PE exam from NCEES so quickly. I told him I only passed the exam and am still waiting 4-6 weeks for my PE license number.
This interaction got me thinking, Can I call myself a PE yet? Does it even matter?
I am not and cannot stamp a drawing either way but it's only a matter of time before I technically can. What do you think?
