I don't believe you will find the comprehensive resource you are looking for. You should contact the environmental protection division in your state and the water/sewer utility you are working for, asking which standards apply to your project(s).
It looks like you are in Minnesota. A good first step would be to learn and follow 10-State Standards. The 10-State Standards are good practice for all engineers nationwide and I use them often for a reference, even though I've never worked in any of the specific 10-states they apply to.
