I like your 2022 comments. They are very much on target.
Can we distinguish safety as preventing harm to humans? Extend it to pets? Attractive megafauna?
Certainly safety should be treated as a risk management issue, but risk management also includes non-safety matters. Isn't it a systematic approach to limiting adverse consequences of events, where the adverse consequences may or may not involve human safety? For example, a sudden price spike in materials might cause a project to become unaffordable.
