2026 Winners

2026 Wilbur S. Smith Award

Dr. Stephen Durham, Ph.D., P.E., F.ASCE

On February 20, 2026, Dr. Stephan Durham, Ph.D., P.E., F.ASCE, of the Georgia Section of ASCE was selected by the Transportation and Development Institute of the American Society of Civil Engineers (ASCE) to receive the 2026 Wilbur S. Smith Award for “his work spanning materials, construction, and safety, producing results that bridge academic research and real-world application.” This prestigious award is presented to an individual who has made special contributions to enhancing the civil engineer’s role in highway engineering during the prior fiscal year. The award will be formally presented at the Society’s International Conference on Transportation and Development (ICTD 2026) in Detroit, June 28–July 1, 2026. Congratulations to Dr. Durham on this well-deserved honor!

2026 Karl Emil Hilgard Hydraulic Prize

Seung Ho Hong

Dr. Terry W. Sturm, Ph.D., P.E., F.ASCE, of Georgia Institute of Technology and the Georgia Section of ASCE (pictured); Dr. Bruce W. Melville, Ph.D., M.ASCE, of the University of Auckland in New Zealand; and Seung Ho Hong of Hanyang University in South Korea have been selected by the Environmental and Water Resources Institute of the American Society of Civil Engineers (ASCE) to receive the 2026 Karl Emil Hilgard Hydraulic Prize for their paper, “Interaction between Pier Scour and Other Components of Scour under Clear-Water Conditions,” published in the Journal of Hydraulic Engineering in September 2024.
This prestigious award is presented to the author or authors of a paper judged to be of superior merit that addresses a problem of flowing water, whether in theory or in practice. The value of the paper is evaluated based on both the significance of the subject matter and the quality of its presentation. The award will be formally presented at the Society’s World Environmental & Water Resources Congress in Mobile, Alabama on April 26–29, 2026. Congratulations on this well-deserved honor!

2025 Region 5 Wall of Fame Recipient

Ronald L. Schumann, Jr., P.E., ASCE Life Member

Ronald L. Schumann, Jr. P.E., M. ASCE, has been involved in a broad range of civil engineering projects, such as large flood control projects; the planning and design of numerous highways; and as a Construction Manager on projects such as the Canal Streetcar, Triple A Jefferson Baseball Park, and the New Orleans Saints Practice Facility. His involvement in ASCE includes serving in every officer position, including President, for the New Orleans Branch and the Louisiana Section Board. He previously served as the ASCE Region 5 Governor-at-Large from 2018-2024. He has received the 2018 Outstanding Civil Engineer, 2021 Lifetime Achievement, and the 2025 Wall of Fame Awards from both the ASCE New Orleans Branch and the Louisiana Section.

2025 Region 5 Honorary Mention

Amir M. Molan, Ph.D., P.E., PTOE, M.ASCE

Dr. Molan has been an active member of ASCE since 2014, with contributions in research, teaching, and professional service. His work focuses on innovative intersections, highway safety, and multimodal transportation. Dr. Molan has published over 50 peer-reviewed papers, including six in the ASCE Journal of Transportation Engineering, where his 2018 article was awarded Best Paper of the Year. His research leadership includes serving as Principal Investigator on two active NCHRP projects and a Mississippi DOT study. Recent honors include the 2025 Junior Faculty Research Award, 2023 Epps/Dart Award (ITE), and the 2022 Most Cited Article Award. 

2025 Region 5 Civil Engineering Student of the Year Award

Carelisse Nieves-Vazquez, B.S.A.E.

Carelisse is an outstanding ASCE member that has significantly contributed to the Puerto Rico Section, considering her young age. She served as the President of her student chapter of ASCE’s Architectural Engineering Institute, increasing membership by 50%, and attended the most recent AEI Conference in Kansas City. For the 2024-2025 Academic Year, she was honored with prestigious recognitions at her Engineering School: the Dennis W. Hernandez Scholarship for a 4th consecutive year; Academic Excellence in Architectural Engineering Award for the Highest GPA; the Juan B. Rodríguez Award for Outstanding academic and leadership performance; the Max Figueroa Medal of Excellence for Outstanding performance and leadership in Civil Engineering; and the Carlos Salgado Rosa Award for Highest female GPA. 

2025 Region 5 Young Civil Engineer of the Year Award

Alexis Baugh, P.E., M.ASCE

Alexis Baugh exemplifies the qualities of an outstanding young engineer through her technical expertise, leadership, and service to ASCE. As a Geotechnical Project Engineer, she has contributed to significant transportation and infrastructure projects across Florida while advancing to greater professional responsibilities as a licensed PE. Within ASCE, Alexis has held numerous leadership roles across the East Central Branch, Florida Section, and Region 5, strengthening outreach, communications, and technical programming. Her commitment to mentoring students, supporting community initiatives, and advancing the profession reflects her passion for engineering and public service, making her highly deserving of this honor. 

2025 Region 5 Civil Engineer of the Year Award

Andrew K. Woodroof, P.E.

Andrew Woodroof, P.E., is a respected industry executive with a nationally recognized record of engineering. His proactive approach to technical innovation and community advocacy defines him as a leader both professionally and personally. Andrew’s leadership journey reflects integrity, professionalism and a commitment to industry betterment. His career growth stands as a true testament to the engineering profession and to our community. Starting in 2014, Andrew has held various ASCE leadership positions throughout his career. He currently serves as Past President for the ASCE Louisiana Section and was recently recognized as the recipient of the 2025 ASCE Louisiana Outstanding Civil Engineer Award. As a leader both professionally and personally, Andrew values educating younger community members in and beyond the classroom. Andrew inspires our future leaders through volunteering for different programs and objectives. His outreach is focused on promoting civil engineering as a profession for high school and college students.

2025 Outstanding Section and Branch Award

East Central Branch

On December 4, 2025, the East Central Branch of the Florida Section was selected to receive the 2025 Outstanding Section and Branch Award for Medium Sections and Branches from the American Society of Civil Engineers (ASCE).

This recognition marks the second consecutive year the East Central Branch has earned this distinguished award, reflecting its sustained commitment to excellence in leadership, member engagement, and program delivery.

The purpose of the Outstanding Section and Branch Award is to promote high levels of activity and program excellence among ASCE Sections and Branches.

The award will be formally presented at the 2026 Regions 1, 2, 4, & 5 Multi-Region Leadership Conference, to be held in Jacksonville, Florida.

2025 Outstanding Branch Website Award for Small Sections and Branches

Montgomery Branch

November 24, 2025 - The Montgomery Branch of ASCE is excited to announce that its website has been selected by the ASCE Leader Training Committee to receive the 2025 Outstanding Branch Website Award for Small Sections and Branches.

The website was voted #1 out of 140 Small Sections and Branches, highlighting the exceptional quality of its content and presentation. This achievement reflects a tremendous team effort by the Montgomery Branch leadership to consistently produce engaging and valuable content for its members.

This marks the sixth time in nine years that the Montgomery Branch website has been recognized as the best among small sections and branches.

The award will be officially presented at the 2026 Regions 1, 2, 4, & 5 Multi-Region Leadership Conference in Jacksonville, Florida.

Region 5 Extends Appreciation to Former Region Governors

Chris Rader, P.E.

On Wednesday, November 5, 2025, Mr. Chris Rader, P.E., the former Governor of Region 5 representing the Florida Section, was honored for his outstanding commitment and service. His three-year tenure from 2022 to 2025 exemplified dedication and leadership, significantly advancing the engineering profession. Through his efforts to foster collaboration among members and champion community outreach initiatives, Mr. Rader has inspired many. We express our profound gratitude for his unwavering dedication and mentorship, which have created a lasting positive impact on our community.

At two distinguished recognition events, we honored two exemplary former Governors of Region 5 for their exceptional commitment and service. Ronnie Schumann, P.E., representing the Louisiana Section, received accolades for his dedicated six-year tenure spanning from 2018 to 2024. During his time, he significantly contributed to initiatives that advanced the engineering profession, fostered collaboration among members, and championed various community outreach programs.

Similarly, Robert L. Jackson, P.E., from the Florida Section, was recognized for his impactful three-year service from 2021 to 2024. His leadership during this period was marked by his strategic vision and ability to mentor emerging professionals within the organization, inspiring a new generation of leaders in the engineering field.

We extend our heartfelt appreciation to both individuals for their unwavering dedication, mentorship, and leadership, which greatly benefited the members of Region 5. Their hard work and commitment have left a lasting positive impact on our community, and we are deeply grateful for their contributions.

2025 Younger Member Group Award for Large Groups

Florida Section East Central Branch Younger Member Forum

On April 24, 2025, the Florida Section East Central Branch Younger Member Forum was selected by ASCE’s Committee on Younger Members to receive the 2025 Younger Member Group Award for Large Groups for “their outstanding professional, technical, social, outreach, and community service activities.” The purpose of the award is to promote excellence among the Younger Member Groups of the American Society of Civil Engineers. Younger member groups are defined as Associate Member Forums (AMF), Younger Member Forums (YMF), Younger Member Committees (YMC), etc. which operate at the Section and Branch level. The award will be officially presented at the Society’s Annual Convention in Seattle, WA in October. Congratulations on your selection!

2025 Masanobu Shinozuka Medal

Dr. Isaac Elishakoff, Ph.D.

On March 21, 2025, Dr. Isaac Elishakoff, Ph.D of the Florida Section was selected by ASCE’s Engineering Mechanics Institute to receive the 2025 Masanobu Shinozuka Medal for “seminal contributions to random vibrations, reliability, and nonlinear buckling simulation of shells.” The award was officially instituted on October 8, 2013, by the Board of Direction to honor Masanobu Shinozuka, Ph.D., P.E., Dist.M.ASCE, NAE, a pioneer in stochastic systems study and its applications to civil engineering, primarily through mechanical and aerospace engineering. The award is presented in odd-numbered years to an individual in recognition of outstanding contributions to the field of stochastic mechanics, reliability and risk and simulation. The award will be presented at the Society’s EMI 2025 conference in Anaheim, CA, May 27-30, 2025. Congratulations on your award!

2025 John G. Moffatt-Frank E. Nichol Harbor and Coastal Engineering Award

Dr. Jeffrey A. Melby, Ph.D., P.E., BC.CE (Ret.), M.ASCE

On March 21, 2025, Dr. Jeffrey A. Melby, Ph.D., P.E., BC.CE (Ret.), M.ASCE of the Mississippi Section was selected by ASCE’s Coasts, Oceans, Ports and Rivers Institute to receive the 2025 John G. Moffatt-Frank E. Nichol Harbor and Coastal Engineering Award for “sustained excellence in coastal engineering research, including the development of the CORE-LOC concrete armor unit and the development of the Coastal Hazards System as a national resource for coastal design and risk assessment.” This award was established in 1977 and was endowed by the firm of Moffatt & Nichol, Engineers, in honor of John G. Moffatt and Frank E. Nichol. The award is designed to recognize new ideas and concepts that can be efficiently implemented to expand the engineering or construction techniques available for harbor and coastal projects. The award will be presented during the Society’s Ports Conference, Providence, RI, June 1-4, 2025. Congratulations on your award!

2025 Rudolph Hering Medal

Dr. David A. Chin, Ph.D., P.E., F.ASCE

On February 20, 2025, Dr. David A. Chin, Ph.D., P.E., F.ASCE of the Florida Section was selected by ASCE’s Environmental and Water Resources Institute to receive the 2025 Rudolph Hering Medal for the paper, “Separation of Infiltration and Inflow in Sanitary Sewers,” Journal of Environmental Engineering, September 2023.  The Rudolph Hering Medal was instituted and endowed in 1924 by the Sanitary Engineering Division (now the Environmental & Water Resources Institute) of the American Society of Civil Engineers, in honor of Rudolph Hering, past Vice President of the Society. 2025 Stephen D. Bechtel, Jr. Energy Award

Dr. Benjamin D. Kosbab, Ph.D., P.E., M.ASCE

On February  20, 2025, Dr. Benjamin D. Kosbab, Ph.D., P.E., M.ASCE of the Georgia Section was selected by ASCE’s Energy Division to receive the 2025 Stephen D. Bechtel, Jr. Energy Award for “fundamental contributions to the deployment of mission-critical nuclear energy facilities in the United States, including large light water and advanced reactors, via analysis, design, construction, and probabilistic risk assessment, through consulting, basic and applied research, publications, and presentations.” The Stephen D. Bechtel, Jr. Energy Award was established in 1992 to recognize outstanding achievements in the energy field by a civil engineer. The Bechtel Foundation donated funds to support this award in honor of the contributions made by Stephen D. Bechtel, Jr., F.ASCE, to the engineering profession and his noteworthy advancements in the design and construction of energy projects throughout the world. Congratulations on your selection!

2025 Ralph B. Peck Award

John R. Wolosick, P.E., S.E., BC.GE, F.ASCE

On September 12, 2024, John R. Wolosick, P.E., S.E., BC.GE, F.ASCE of the Georgia Section was selected by the ASCE’s Geo-Institute to receive the 2025 Ralph B. Peck Award for “outstanding contributions to the geotechnical engineering profession through the publication of thoughtful, carefully researched case histories of micropiles or pinpiles from 1992 – 2017.” The award is presented for outstanding contributions to the geotechnical engineering profession through the publication of a thoughtful, carefully researched case history or histories, or the publication of recommended practices or design methodologies based on the evaluation of case histories. 2024 Walter LeFevre Award

Department of Environmental, Civil, Agricultural, and Mechanical Engineering, University of Georgia

On April 11, 2024, The Department of Environmental, Civil, Agricultural, and Mechanical Engineering, University of Georgia was selected by the ASCE Committee on Education to receive the 2024 Walter LeFevre Award in the large program category for “excellence in promoting ethics, professionalism, and licensure in the civil engineering curriculum.” This award is named for E. Walter LeFevre, PhD, PE, Dist.M.ASCE who endowed this award to recognize actions in promoting ethics, professionalism and licensure. Mr. LeFevre was widely recognized and highly respected for his extensive contributions to engineering education and practice, accreditation of engineering programs, and leadership of engineering professional organizations. This award will be presented at the Society’s National Civil Engineering Department Heads Conference in Knoxville, TN, June 4, 2024. Congratulations on your selection!

2024 Walter L. Huber Civil Engineering Research Prize

Dr. Xing Xie, Ph.D., P.E., M.ASCE

On April 11, 2024, Dr. Xing Xie, Ph.D., P.E., M.ASCE of the Georgia Section and Georgia Institute of Technology was selected by ASCE’s Committee on Technical Advancement to receive the 2024 Walter L. Huber Civil Engineering Research Prize for “research and development of innovative materials, processes, and devices for applications in water treatment, environmental conservation, and public health enhancement.” Research Prizes are given to members of the Society in any grade for notable achievements in research related to civil engineering. The prize will be presented at the Society’s Annual Convention in Tampa, FL, October 8, 2024. Congratulations on your selection!

2024 Richard J. Scranton Outstanding Community Service Award - Runner Up

University of Puerto Rico at Mayagüez Student Chapter

On April 10, 2024, the University of Puerto Rico at Mayagüez Student Chapter was selected as one of two runners up for the 2024 Richard J. Scranton Outstanding Community Service Award. This award was named in recognition of Richard J. Scranton, a long-time supporter and advocate for students. His efforts promoted community service as an integral part of ASCE Student Chapter activities. The Student Chapter exemplifies the tradition of public service that Mr. Scranton believed was an essential element of the student learning experience and advances our profession by showing how civil engineers are truly making a difference in their communities, nation, and world. 2024 Letter of Significant Improvement

Kennesaw State University Student Chapter

On April  10, 2024, The Society informed the Kennesaw State University ASCE Student Chapter was awarded the 2024 Letter of Significant Improvement. The Student Chapter was recommended for this award by the Committee on Student Members based on activities recorded in the 2023 annual report. The Student Chapter has shown considerable advancement in its activities from the previous year. The Chapter’s accomplishments reflect the enthusiasm and hard work of the student officers and members, as well as fine guidance from the faculty advisor. Congratulations!

2024 ASCE Distinguished Chapter Award for Region 5 and Certificate of Commendation

Puerto Rico, Mayagüez ASCE Student Chapter

On April 5, 2024, the University of Puerto Rico, Mayagüez ASCE Student Chapter was awarded the 2024 ASCE Distinguished Chapter Award for Region 5 by the ASCE Committee on Student Members. This award is made annually to the most outstanding Student Organization in the Region. The Student Chapter was recommended for this award by the Committee on Student Members based on activities recorded in the Student Chapter’s 2023 annual report. Region 5 and the ASCE Member Communities Committee congratulates the Student Chapter officers and members, the Practitioner Advisors, and the Faculty Advisor. In particular, the Society and Region 5 recognizes and sincerely appreciates the personal contribution, enthusiasm, and hard work, which results in outstanding Student Organization programs.

2024 Theodore von Karman Medal

Dr. George Z. Voyiadjis, D.Eng., F.EMI, Dist.M.ASCE

On March 14, 2024, Dr. George Z. Voyiadjis, D.Eng., F.EMI, Dist.M.ASCE of the Louisiana State University Department of Civil and Environmental Engineering and the Louisiana Section was selected by ASCE’s Engineering Mechanics Institute to receive the 2024 Theodore von Karman Medal for “outstanding achievements in macro/micro-material characterization of damage and plasticity in solid mechanics, pioneering contributions in multi-scale modeling and localization problems, and national and international leadership and service to solid mechanics.” This award was established and endowed in 1960 by the Engineering Mechanics Division, now the Engineering Mechanics Institute. The award recognizes distinguished achievement in engineering mechanics, applicable to any branch of civil engineering. Congratulations on your selection.

2024 Computing in Civil Engineering Award

Dr. Yong K. Cho, Ph.D., M.ASCE

On January 18, 2024, Dr. Yong K. Cho, Ph.D., M.ASCE from the School of Civil & Environmental Engineering at Georgia Tech and of the Georgia Section of ASCE was selected by ASCE’s Computing Division to receive the 2024 Computing in Civil Engineering Award for “leading advances in construction automation and robotics for more productive, safer, and smarter construction job sites: 3D point cloud processing, Scan-to-BIM, SLAM, IoT-based worker’s motion and location, equipment proximity tracking.” This award is made annually to a member of the American Society of Civil Engineers who has made an outstanding contribution to the application of computers to the practice of civil engineering.
