    As someone who has done college instruction in Civil Engineering Technology and has also reviewed multiple plans, no EIT should be left in the dark as to the quality of their work.  There have been multiple times that I could tell by the plans that the PE has had very little involvement in the design or the review of plans prepared.  As PEs we are required to have "direct supervision" over the work we sign for.  This is poor PE effort. 
     
    On the human side. Rachel is in a tough position. She is under authority but no one is taking the responsibility. Having pioneered all sorts of efforts, this is like pushing up from the bottom. Most times it will bring about the loss of an employee since it is clear the PE is clueless.

    I have to agree with Tim.  All the fault here rests on the PE in responsible charge.  The really worrisome part is, when this goes to construction and a design by Rachel fails in the execution, will the PE critique her work then?  Most likely, and unfairly.
