ASCE 7-16 section 13.1.1 states "... components that are permanently attached to structures..." need to be anchored depending on seismic design category. You may want to use a survey instrument to check for plumb. Check in two directions perpendicular to each other. Usually done at dawn so the tower is at a constant temperature and the winds are low.
