My concern would be getting the additional load transferred to a new foundation, not the one the old brick building is supported on. If I were doing something like this. I would design a frame of some configuration that would sit over the old brick walls and support it on an independent foundation if ...

Check the IBC. I do not have a copy here, but as I recall, there are considerations. Ignoring the existing buildings would be conservative as long as there wasn't some type of Venturi effect. I agree with Chad, i.e. I would design the bolts for single shear. In this case, each bolt is loaded eccentrically, so the loads on the bolt would not be P/2 where the bolt is in contact with the solid plates. The eccentricity would increase the load on one end of the bolt and decrease it on the other ...
