I don't think there is a rule of thumb to decide if a pole is good or not after a crush. You have to gather a lot of information and then make your own decision. I consider the (b) is the correct one and normally used. The (a) could be, but you have to consider that the foundation is executed in a excavation and will be surrounded by a artificial backfill. To consider an angle you have to know the cohesion of the backfill and this is unknown during the design ...
