I think current fence footing design of 2" minimum bottom and lateral cover, with CRS Concrete against sulphates agressivity and use of HDG steel posts will be the best cost effective and durability even in coastal soil conditions.

I agree, but the concrete is in direct contact with the soil ... which creates an environmental issue. hence the shuttering.

If you auger the hole the diameter will be the same top to bottom.
No need for form.
Most cost effective method to construct.

I agree with the first recommendation, According to my experience in my home a deep of the fence foundation of 60 or 65 cm is very recommendable and the normal loads that it will support during its working life.
