Improving the ASCE Infrastructure Card: Aligning Financial Reporting

This webinar panel of experts will discuss the challenges of gathering data on the condition of infrastructure to determine both the state and national report card grades of every major infrastructure type. Discussions include: What additional data could be collected as part of the Consolidated Annual Financial Reports and other documents that would better characterize the state of the assets and potentially be used to support the state of national report card grades? What additional financial data is needed for infrastructure asset managers to make better decisions to adequately address the funding issues of the aging infrastructure crisis our nation faces? What are the recommended changes GASB could implement to bridge the gap in financial reporting and infrastructure decision making? What options does a city or utility have in addressing these pressing concerns?

Scott A. Reeser, CPA, Senior Project Manager, Governmental Accounting Standards Board

Scott Reeser is a senior project manager with the Governmental Accounting Standards Board (GASB) in Norwalk, Connecticut. He is currently working on a GASB project related to the reexamination of the financial reporting model and is performing pre-agenda research on capital assets. Previously, he has worked on several projects, including those leading to statements on accounting and financial reporting for postemployment benefits, public-private partnerships, fiduciary activities, and transactions reported as deferred outflows of resources and deferred inflows of resources.

Before joining the staff of the GASB in 2010, Mr. Reeser spent ten years working for the Office of the Comptroller in the State of Illinois. During that time, Mr. Reeser was responsible for the coordination and preparation of the state’s annual comprehensive financial report and the development of statewide accounting policies. His previous experience also includes over five years with a public accounting firm performing financial and compliance audits of not-for-profit entities and governmental agencies.

Mr. Reeser is a graduate of the University of Illinois at Urbana-Champaign and is a member of the American Institute of Certified Public Accountants and the Illinois CPA Society.



Celine Hyer, Water Conveyance Practice Leader, Senior Vice President, ARCADIS
Celine Hyer is the National Water Conveyance Practice Leader for Arcadis US and is located in Tampa Florida.  She has a B.S. in Chemical Engineering and an M.S. in Engineering Management from Florida Institute of Technology.  Celine has 32 years of experience in Engineering with 22 years that are directly related to advanced asset management program implementations including strategy and risk based renewal and replacement planning for pipelines as well as treatment and pumping facilities.  Ms. Hyer currently serves as the Vice Chair of the AWWA Asset Management Committee, the Chair of the ASCE UESI Asset Management Division, and is a member of the ASCE Committee on America’s Infrastructure.


Anas Malkawi is the Chief of Asset Management at the Hampton Roads Sanitation District (HRSD) overseeing an engineering division responsible for asset condition assessments, reliability and maintenance management, rehabilitation and replacement planning, and emergency preparedness planning of HRSD’s wastewater infrastructure systems. Anas served in the U.S. Army as a Technical Engineer for 10 years prior to his career in HRSD. He earned his Bachelor of Science in Geospatial Technology from Old Dominion University, Master of Science in Systems Engineering from The George Washington University, and currently a Doctorate student in Engineering Management at Old Dominion University. 

Professor Sunil Sinha Professor, Professor of Civil and Environmental Engineering and Director of Sustainable Water Infrastructure Management (SWIM) Center at Virginia Tech. Research, Teaching, and Consulting are in the areas of asset management, pattern recognition, sensor informatics, sustainable and resilient infrastructure, especially drinking water, wastewater, and stormwater infrastructure systems. 

Michele Mark Levine, Director, Technical Services, Government Finance Officers Association
As Director of Technical Services of the Government Finance Officers Association of the US and Canada, Michele is responsible for overseeing all of GFOA member services related to accounting, auditing, and financial reporting, including technical reviews of the comprehensive annual financial reports of over 4,000 state and local governments.

Prior to joining GFOA, Michele served as the Chief Accountant and Deputy Comptroller for Accountancy of New York City. Her earlier work included leadership positions in New York City Office of Management and Budget, serving as the comptroller of six public authorities and local development corporations affiliated with the City, and serving on the audit staff of Coopers & Lybrand (now PriceWaterhouseCoopers).

Michele is a past president of the New York State Government Finance Officers Association, a member of the Editorial Board of the CPA Journal and was honored to have been named the 2011 Outstanding CPA in Government by the New York State Society of CPAs. Michele holds a Bachelor of Science Degree (Summa Cum Laude) from the State University of New York at Binghamton where she majored in accounting, and a Master of Public Administration degree from the Maxwell School of Citizenship and Public Administration at Syracuse University. 



Greg Baird is the National Lead (Pb) Service Line Inventory and Replacement Plan Executive Director for BlueConduit and President of the Water Finance Research Foundation.
Greg actively serves on sustainable infrastructure and water asset management committees for the American Water Works Association (AWWA), American Public Works Association (APWA), American Society of Civil Engineers (ASCE) and as a member of the International Organization for Standardization (ISO) 251 Technical Committee on the Integration of Finance and Infrastructure Asset Management. Greg provides research and training on water infrastructure asset management and has served as a municipal finance officer in California and as the CFO of Colorado’s third largest municipal utility.
