    i would like to bring up a topic of this subject for discussions, most of highways roads, as you can notice,are intend for transportation , efficiency, commerce, safety and mobility, in some execeptional cases, you will find that testing of the dilapited infrastructures ability to detect the life span is one of the best vital methods to assess, which of course,a continuosly replacement of infrastructure of highways transportation, need to be on budget, this in other words, safety emphasis is vital for infrastructure survival, and the question is; how often city and town planning infrastructure undergo a testing of roads services and infrastructure?

    The answer is implied in the lack of response to your question for over 3 months+.

    Consider the "Puzzle Pieces" of infrastructure funding, maintenance, and repair.

    We have standards, guides, and funding for planning, design & construction.

    Then, operations maintenance and repair are expected of others.

    Q. What triggers attention to this predictable need?

    A. Accidents and disasters.

    Over the last number of years management of bridge infrastructure has improved greatly where government money was available to address maintenance  concerns.  I think sewer and water piping is a greater concern.  if you google "Calgary water main break"  you can see what can happen.  Calgary is a relatively young city, but the water infrastructure is older than 50 years.
