Frank has been on staff with ASCE since September 2005, with nearly two decades of professional experience in the non-profit industry overall. Frank was hired by ASCE to cultivate the professional certification pilot program American Academy of Water Resources Engineers (AAWRE) in 2005 and remained as the staff contact thru December 2015, serving as AAWRE Secretary from 2009-2015. Frank contributed with the launch and development of ASCE's third professional academy, the Academy of Coastal, Ocean, Port & Navigation Engineers (ACOPNE) in 2009 and also served as the staff contact for ASCE Committee on Technical Advancement (CTA) Cold Regions Engineering Division from 2009-2015. Frank contributed with the launch and development of ASCE's 9th institute, the Utility Engineering & Surveying Institute (UESI) from January 2016 to July 2017. He has been staff contact and Board Secretary for the AAWRE and ACOPNE since August 2017 and now is staff and Board Secretary of the Academies.
