Dennis Lambert, F.ASCE, is the Ports and Harbors Team Leader at Bowman, where he leads delivery of waterfront, marine, and heavy-industrial infrastructure projects across the Gulf Coast. A licensed Professional Engineer in eight states with nearly 40 years of practice, he holds three board certifications—Water Resources Engineering, Navigation Engineering, and Port Engineering.
His project experience spans terminals, wharves, bulkheads, fender and mooring systems, dredging and navigation interfaces, and resilience design for storm surge and sea level change. He has served as Independent Technical Reviewer on major Louisiana programs including the East Land Bridge, the Mid-Barataria and Breton, Lower-Barataria and Breton Diversions, and the Houma Navigation Canal Lock. He negotiated the task order of the Design Development Report (DDR) of the IHNC Lake Borgne Surge Barrier. He also wrote the project understanding for the Tier 1 Tender phase of the Fargo-Moorhead Diversion.
Mr. Lambert is a nationally recognized voice on alternative financing for waterways infrastructure, having organized and presented at workshops, briefed the U.S. Committee on the Marine Transportation System, and contributed to the GAO’s report to Congress on inland waterways and the Harvard’s report on private financing and delivery of water resources. He has briefed the TRB Inland Water Transportation Committee (AW020) at the TRB Annual Meeting in 2016, and the Marine Board of the National Academies on alternative finance at the Marine Board meeting in 2019. He presented at the Ports16 conference and PIANC Smart River conference on alternative finance, the Ports25 conference on benefit cost analysis and International Conference on Coastal Engineering on benefit cost analysis.
Within ASCE, Mr. Lambert has chaired the COPRI Waterways Committee, serves on the Ports & Harbors Committee, Asset Management Subcommittee and Sea Level Change Subcommittee, co-chaired the Hans Albert Einstein Award panel. Mr. Lambert led the distinguished sediment transport selection panel for several years and sits on the T&DI Louisiana Chapter Executive Committee. He also is a charter member and former chair of the COPRI Louisiana Chapter Executive Committee. He is an Associate Editor for the ASCE Journal of Waterway, Port, Coastal & Ocean Engineering. He also served as an appointed member of the Louisiana Water Resources Commission. He holds a Master of Science in Environmental Engineering and dual bachelor’s degrees in Civil and Environmental Engineering from Tulane University

He is also an Associate Editor of the Waterways Engineering Special Collection for the Journal of Waterway, Port, Coastal, and Ocean Engineering and has contributed to several ASCE publications, including Manual of Practice 156: Navigation Channel Sedimentation Solutions. Mr. Lambert's expertise has earned him recognition within the engineering industry.
Mr. Lambert served as a Benefit-Cost Analyst where he managed the hazard mitigation technical services contract with the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). Mr. Lambert was instrumental in securing over $6 billion in grant funding for infrastructure resilience. GOHSEP now oversees more than $4 billion in active grants. In June 2022, He was appointed to the Louisiana Water Resources Commission.
