Bio

Mr. Lambert is a civil and environmental engineer with over 35 years of experience in engineering and construction. He founded Lambert Engineers and has served as a project manager on over 90 projects. His expertise is in marine environments including all phases of conventional infrastructure. As the Chief Market Manager for COWI Marine North America, Mr. Lambert worked in business development and project management.

Some notable work recently includes the Independent Technical Review of the proposed sediment diversions along the Lower Mississippi River. He also served on the project team for the New Orleans Municipal Yacht Harbor, the Lower Mississippi River Inland Waterway Study and a Fender Pile Study. Mr. Lambert was also the Project Manager for Whiskey Island West Flank where sand from Ship Shoal was proposed to be pumped to restore this important feature of the Isles Dernieres.

He served as Chair on the Public-Private Partnership (P3) for Waterways Infrastructure Subcommittee of the National Coasts, Oceans, Ports and Rivers Institute (COPRI) of the American Society of Civil Engineers (ASCE) which he organized in late 2014. The subcommittee was established, as part of the Waterways Committee, to evaluate P3 authorization under the Water Resources Reform and Development Act of 2014 (WRRDA) which authorized a 5-year pilot program to identify up to 15 previously authorized navigation, flood damage reduction, and hurricane/storm damage reduction projects for private participation. Mr. Lambert is also on the Executive Committee of the Louisiana Chapter of COPRI, the National Waterways Committee, the National Ports & Harbors Committee and the Ports19 Planning Committee.
