The water crisis in rural/poor regions of the world is the lack of clean drinking water.  Without clean water to drink its very difficult to begin working on BMPs for better farming.

According to water.org over 3.4 million people die each year from a water related disease and 780 million people lack access to clean drinking water.

There are various charities dedicated to providing clean drinking water to rural/poor regions of the world including water.org, Charity-Water, and Water Missions International.  In my opinion BMPs providing clean drinking water are the most appropriate focus of effort in poor/rural regions of the world.

Here is a really cool article describing a structure made from fabric and bamboo that collects water via condensation from heavy fog and dew for desert regions: http://www.smithsonianmag.com/innovation/this-tower-pulls-drinking-water-out-of-thin-air-180950399/.  I'm sure a lot of you have already seen it, as it was featured in last months ASCE magazine, but in my opinion is one of the best and simplest BMP for gathering clean drinking water for people in poor/rural areas of the world.  Also, if you had enough of them I'm sure you could harness for watering crops and live stock as well.  Hope this helps, enjoy.
