I was the Editor for ASCE 113, 2nd edition. I don't remember if ASCE ever signed me up for this peer to peer discussion and maybe they used to call it something else. I assume your question is about 2, 3, or 4 leg substation structures supporting equipment and if they need some type of grade beam to tie all the legs together for seismic loads. 

I will ask the committee members that helped write the foundation section, but it was very generic and just listed the general types of foundations used in a Sub. There is a ASCE MOP committee working on foundations in substations, IIRC. I'll try to find out.
