Civil Engineering License Denial and Appeal

I applied for a CE license as the State gave me a ME license 20+ years ago.  My undergraduate degree is in Civil, and my MS in Mechanical. I provided 150 pages of work that I am allowed to do as examples of my CE capabilities.  They stated it reflected ME work, which I found hard to believe.  Would anyone be willing to look at my documentation and let me know if it reflects CE work?

I am not asking for any legal opinion, just a sanity check.  I live on an island and basically am the only practicing engineer. The local AHJ asked if I could do basic CE work (foundations, wind loading, drainage) in order to assist him in some of the projects that come before the Building Department. I don't have access to other engineers in this area, which is why I am making this request.

    My email is: cwarfel@....

Thank you for any assistance. Chris Warfel
