    In the building assessment, Can we apply the ASCE 31  for all type of buildings.   Is it possible to conduct assessment with ASCE 31 to those building which not seismic resistant and what is the impact?  What is the best  ASCE standard code for building assessment?

    ASCE 31-03 is only to be used for seismic evaluation of existing buildings and even then, there are a number of limitations regarding the type of structural system and size of the building you can use ASCE 31-03 with.  Also note that ASCE 31-03 has been superseded by ASCE 41-13.  If you are conducting an assessment for a buildings resistance to loads other than those from earthquakes, there are a number of guideline documents that you can use.  I'd suggest searching through ASCE's library as a starting point.

    ​Just to add to Robert's comments, ASCE 41-13 is written for assessment of the seismic resistant of existing buildings.  It can be applied to buildings that were not originally designed for seismic resistance.  The standard has been written with US building types and construction practice in mind, but can be used in other countries with different construction types.  It does require some thought on how to apply it though., in these circumstances.

    Another useful document is FEMA P154, which is good for portfolios of buildings, but is not so useful for individual buildings.
