I was talking with a colleague working for a local government roadway agency in Europe. He mentioned about regulations in his country mandating carbon disclosure report from major businesses. Is there any attempt of requesting similar reports in the US especially for road owning and operating agencies?

Regulations such as those are among the reasons that economic growth in the EU is lagging.

Source? They're still struggling thanks to the 2008 collapse, which was caused by the lack of bank regulations (watch The Big Short, or better yet, read it). Carbon regulations have nothing to do with it.

Back on-topic, I can attest that NJ has no such reporting standards. Hopefully more public agencies adopt and improve upon the Envision Rating system to finally start delivering projects sustainably.

If there are such requirements in U.S., they are being repealed.  And that will be the trend for the next 4 years, as a result of the new executive branch of the government.
