Join the ASCE Richmond Branch for a monthly technical lunch meeting where our community of civil engineers come together to network, learn about exciting new topics, and earn 1.0 PDH credit. This is a hybrid style meeting with both in-person and virtual options.

This month Ingrid Stenbjørn, P.E. (Town Engineer at City of Ashland) and Don Rissmeyer, P.E. (Senior Associate at AMT) will be presenting on Permeable Pavement Parking Lots.

Abstract:

Even before localities were striving to meet Chesapeake Bay TMDL goals, the Town of Ashland decided to convert its recently purchased asphalt parking lot to a permeable paver system.  In 2010, the Town procured the services of A. Morton Thomas & Associates (AMT) to design a Permeable Interlocking Concrete Pavement (PICP) parking lot, which drains into a bioretention basin for secondary treatment.   The combined benefits of the stormwater management solution would provide significant detention, retention, and water quality benefits for previously untreated runoff. 

The AMT design team completed the site planning, engineering design and engineer’s opinion of probable cost.  Although the Town had been setting aside funds for 2 years and a Chesapeake Bay Trust Green Streets, Green Jobs, Green Towns (G3) grant was awarded for the project, funds were not sufficient to complete the entire project. AMT helped the Town divide the project into two phases.  The first phase construction was completed in 2012.  The project received much acclaim as well as several design awards.  Public information brochures, field tours, and an onsite information sign created for public education and outreach for several years after completion. 

In 2021, the Town was allocated American Rescue Plan Act (ARPA) funds and assigned a significant portion of these funds to be expended on water quality projects.  This funding made it possible to complete the second phase of the project construction in 2023.

This session includes a presentation by Don Rissmeyer, PE, Senior Associate with AMT and Ingrid Stenbjorn, PE, Ashland Town Engineer’, for the engineering design, construction, on-going inspections and maintenance of the project, and other similar projects in the Town of Ashland.

For anyone interested, you can also visit the Ashland municipal parking lot or one of Ashland’s many similar projects at any time in the rain, to see the permeable pavement and bioretention facility in action, as both an aesthetically pleasing and functional solution for water quality retrofits and runoff reduction in an urban environment.

Presenters:

Don Rissmeyer, PE, CFM | Senior Associate | A. Morton Thomas & Associates, Inc.
Don Rissmeyer is a licensed professional engineer in six states and Washington DC, as well as a Certified Floodplain Manager.  He has over 30 years of experience in providing consulting engineering services to governmental clients at the local, state and federal level.  He currently directs the Environmental and Water Resources Division for A. Morton Thomas and Associates where he has worked for 18 years.  He is also a Past-President of the ASCE Richmond Branch, the ASCE Virginia Section and the Virginia Floodplain Management Association (VFMA).
Mr. Rissmeyer also served on the 2014 DDOT Green Infrastructure Standards Development Team, and is currently serving on the ASCE National Committee for Permeable Interlocking Concrete Pavement (PICP), who is developing a national standards manual for design, construction and maintenance of PICP permeable pavement systems.

Ingrid Stenbjørn, PE | Town Engineer | Town of Ashland

Ingrid Stenbjørn, PE, is the Town Engineer for the Town of Ashland.  She has been in this position for more than 15 years.  In her capacity as Town Engineer, among many other tasks, she oversees the construction of capital projects.  She will update us on three of these this evening. 

Ms. Stenbjørn has more than 30 years of experience in Civil and Environmental Engineering.  Prior to working for the Town of Ashland, she worked for consulting engineering companies including McKinney & Company, KCI Technologies, Inc., and Timmons Group, and for the Virginia Department of Environmental Quality and the Virginia Department of Transportation.  She also teaches Engineering classes at the local community colleges.  

Ms. Stenbjørn received bachelor’s and master’s degrees in Civil/Environmental Engineer from the University of Virginia.  She is also a proud graduate with an AS in Engineering from J. Sargeant Reynolds Community College.
