    Collins Engineers has been involved in offshore facility decommissioning projects in the past (both in USA and EU).  Regulations change from time to time so it is important for you to research local requirements and coordinate closely with governing agencies. More info can be found by researching the topic on the internet.

    I am a member of BOEM, Bureau of Ocean Engineering Management in the US and involved in offshore renewable energy.   BOEM and BSEE websites have info on current regulations on decommissioning oil and gas or renewable (wind farms).  Also check on papers from CVA firms like DNVGL.
