ASCE/SEI 7-16 snow load flat roof - Pm required?

    For snow loading on flat roofs does the minimum snow load for low slope roofs (Pm) need to be considered? Examples have been inconsistent; some only check Pf while others check both Pf and Pm. Thanks for any clarification.
