As per ASCE 7-22 Section 7-22, all the pile caps are to be tied together with the foundation ties.

In the attachment, two types of pile cap and foundation tie system are shown as PLAN -A  and PLAN-B

for a one-story structure having two spans transversely and 3 spans for longitudinally.

I think PLAN -A definitely meets the requirements of the section 12.13.7.2.

My question is  whether PLAN-B is acceptable or not, which please advise.

Please also advise that the foundation ties may be omitted where reinforced concrete ground floor slab is

    provided over the foundation system.

The intent of the requirement for foundation ties is to minimize the potential that independent column or wall foundations to move laterally with respect to ecah other and "rip" the building apart in the process.  Plan "B" would not jeet the intent, as the group of foundations on the left side could move independently from the group on the right, and literally, rip the building or structure apart.
