Many years ago when I was serving as a lecturer in the civil and environmental engineering department at a major university, I was interviewed a couple of times by visiting accreditation committees. One of the first questions asked was about why more of my colleagues were not licensed. The simple answers are that 1) they don't have to be, 2) they aren't doing outside consulting that would require a PE license, and 3) they are more scientist than engineer. I have found that at non "research" universities, more of the faculty are licensed.
