  • 1.  ASCE COE-26OCT2020- "OK, now where is the "Action, Audit, and Reporting Plan"

    Posted 10-31-2020 08:05 PM
First, congratulations to those many folks . . .woman and men . . . who invested their "Blood, sweat, and tears"
to  bring ASCE into the 21st Century, as we go foward.

    • Not having this updated COE would have been reason for some to question if it really mattered.
    • And not having a "ISO9000-like" standard to implement, audit, and report results will result in the same outcome!
Q.1. What's your "10,000" foot assessment of the COE itself?

Q.2. Which part or parts of the five (5) elements in our COE do you wish to discuss?

ASCE's updated version is attached for your use.

      Stay Healthy!
      Cheers,
      Bill

      Bill,

I think the new COE hits the mark on where engineers should be. A challenge might be implementing those elements that are more goals than lines in the sand.

I think the sign of true professionalism is the ability to operationalize this code without the need for an action, audit, and reporting plan. This would produce the real value.

      Regards,

Thanks for your note.  As the Chair of the Task Committee charged with preparing the new Code, I appreciate your words of congratulations.  You contributed several items for the Task Committee to consider over the 24 month period that the team worked on the new document.

While the Task Committee is no longer officially active, myself and others welcome specific questions from any ASCE members.
      Regards
      Brock

Great job. Very happy with the progress made within this scope and extremely happy that sustainability and protection of the environment is a great part of the COE. Many people  worked very hard across the years to perfect the state of art and practice of our noble engineering profession and keep our engineering institutions serving people and society to the bet ethical standards possible and keep us always moving forward. Very glad and honored to be part of this amazing engineering family

      Best regards to all

Thank you to @Brock Barry and the entire task committee for your work on this important initiative. I did want to share an ASCE News article that describes the changes in more detail for anyone interested.

"Welcome specific questions from any ASCE members."

      • Prevention is far less expensive than re-work.
And the loss of life from failed infrastructure a horrific way to then evaluate
      "What went wrong?" *

By now I think we have learned that not routinely asking HDYK** of those
entrusted with signing off as to the safety of engineered projects is professionally
      unacceptable.

What seems to concern some is the visibility external audits provide of
less-than-acceptable engineered works. And yet, that we assert
is part of our new COE:

"PREAMBLE . . .and above all else protect and advance the health, safety, and welfare of the public through the practice of Civil Engineering."

      • Protect: i.e., safeguard, defend, shield, insulate, preventive, fail-safe
      • Advance: i.e., achieve, accelerate, move up, propel, advocate, campaign.
Consider than the attachment with real-world engineered failures.

Clearly these failures were not caused by anything more complicated than
the lack of due-diligence in routinely having planned "Phase-Gate QA" executed
per that project's plan, and reported out.

Thank you for your thoughtful review of my opinions.

p.s. What do you imagine the "Cost of Quality" has been, and will continue before we finally realize that
independent, phased verification of "conformance to requirements" becomes more than a wall poster?
