Bio

​Michael (Mike) T. Buechter is currently a Program Manager at the Metropolitan St. Louis Sewer District (MSD).  His day to day responsibilities include the management of a team of nineteen Engineers, Operators, and Construction Inspectors responsible for the preparation of construction documents for small to mid-sized capital and infrastructure repair projects, administration of several Consulting Engineering contracts, and administration of MSD’s Small Contractor Program.  He is also responsible for administering the operating and capital budgets related to these programs.  In this position Mike often works with MSD operations and construction staff to address emergency and immediate needs. 

He is skilled in sanitary, hydraulic and hydrologic engineering, site development, and highway engineering.  This includes special, and extensive, experience in surface water modeling, bridge scour, pump stations, best management practice design, and erosion control.  His experience includes the production and management, of various civil engineering projects from the planning stage through construction and operation.  With experience in both the public and private sector Mike has developed projects, programs and regulations from the point of view of the regulator, owner and designer.  He has extensive experience in communicating with and negotiating with various stakeholders including elected officials, attorneys, regulators, developers, owners, contractors and the general public.  He has authored numerous studies, several technical papers and reports and has lectured extensively on water resource topics.
