1. You need your degree accredited (and translated into English) to be shown to be equivalent a US degree relevant to your field of engineering. If your degree is lacking in some areas (my colleague was short on Chemistry) you will need to do additional classes in your own time for the credits. You will also need to demonstrate proficiency in English if your degree was not taught in English;
2. This will give you permission to sit the EIT exam;
3. Which gives you permission to sit the PE exam;
4. (Different states have different durations/experience requirements for each of these stages; not all states require 4 years between, some just require 4 years in your career - you will need to provide an experience timeline, confirmation of employment from past employers, professional references)
5. Different states have different residency requirements to issue your license. NY needs a green card minimum, Connecticut has no residency requirements. Check with your favourite state for specifics;
6. California requires you to sit additional tests: local law, surveying, seismic.
7. SE is the same as above, though some states require a PE beforehand, some states don't, others don't recognise the SE as a separate license. Check with your favourite board;
Source: I went through this process coming from the UK: the NCEES did out my degree accreditation (there are other organisations), EIT was done in NJ, PE in CT, transferred by committee through NCEES Records to CA, sat and passed CA local exams.
It's a long process.

Roberto, I suggest you to contact the Texas board first, they will tell you how to proceed if is possible what you have in mind. The California board is another good option, but the examination process is more difficult due to the seismicity on that state.
