    Basically in pad footings design initial sizing doing based on service loads. This is due to Factor of safety 3 or 4 assume when considering the allowable bearing capacity. Are their any documentary evidence to prove this?

    The safety factor must appear in some reference.  Is this for a building, tank, piece of mechanical equipment, or something else?

    The safety factor normally would be considered during the development of the geotechnical phase of the project in recommending an allowable bearing capacity. I do not have any references available right now, but check the IBC. That is where I would start.
