@Alex Thomas, could you explain more about your case?, related to your question I think that you need to consider that a "safe structure" is a combination of many design aspects like:
- Framing or Structural system selection.
- Adecuate load assesment.
- Structural analysis.
- Frame or structural elements "sizing".
- Structural elements detailing.
Maybe you could review some basic concepts of seismic design in books like "Seismic Design of Reinforced Concrete and Mansonry Buildings, by T. Paulay and M.J.N. Priestley", I consider that is a valuable/classical/great reference for those interested in seismic design, rather than consulting a code as "first reference".
