    I am interested to know how the Floor response is capable to represent the response of the non-structural components. My question is the following: 

    Non-structural components are mostly short period and for this reason, they are also categorized as acceleration controlled, on the other hand, a building having a greater period are usually displacement controlled. When a building is subjected to excitation, the floor response contains the dynamic characteristic of the building that is displacement controlled and does not carry the properties of the earthquake so how can this displacement control response (floor response) be used to evaluate the performance of the non-structural components that is acceleration controlled.
    For Instance, the response of the different periods of structure to EL Centro ground motion is given in Fig.

    Think about the "Floor Response Spectra" as the response spectra calculated as if the 'earthquake motion' for your secondary system was simply the floor motion, just as the 'earthquake motion' for any building is the time variation of the motion however way you choose to measure it by. Displacement- or force-controlled behavior of a building are simply gimmicks created to facilitate the understanding of the seismic response of structures.
