Just to add to Robert's comments, ASCE 41-13 is written for assessment of the seismic resistant of existing buildings. It can be applied to buildings that were not originally designed for seismic resistance. The standard has been written with US building types and construction practice in mind, but can be used in other countries with different construction types. It does require some thought on how to apply it though., in these circumstances.
Another useful document is FEMA P154, which is good for portfolios of buildings, but is not so useful for individual buildings.

In the building assessment, Can we apply the ASCE 31 for all type of buildings. Is it possible to conduct assessment with ASCE 31 to those building which not seismic resistant and what is the impact? What is the best ASCE standard code for building assessment?
